In the first primaries where Reagan did exceptionally well, he condemned both Ford and Kissinger for their mistaken policy of détente and represented their subservience to the Soviet Union as threatening to make the United States a "second-rate power." Though Reagan failed to take the nomination away from the president, and never considered running as an Independent, repeating the political mistake Roosevelt had made in 1912, he helped give the presdency to Jimmy Carter, the former governor of Georgia. It is impossible to knowwhether Carter's slim majority of a million and a half would have been secured in the absence of the immensely wounding primary battles waged by Reagan against Ford.
